The J&K Services Selection Board has advertised 2,863 Class-IV (MTS) and Sanitation Worker posts under Advertisement Notification No. 09 of 2026, dated 1 September 2026. Online applications run 5 OCTOBER to 3 NOVEMBER 2026. THIS IS THE LARGEST J&K-ONLY RECRUITMENT ON OUR BOARD, AND IT IS OPEN AT MATRIC. But there is one rule in this notification that will disqualify thousands of people, and almost nobody is reporting it. THE QUALIFICATION HAS A MAXIMUM, NOT JUST A MINIMUM. For Class-IV (MTS) posts the notification says the qualification shall be "Minimum Matric and Maximum 10+2". For Sanitation Worker it is "Minimum 8th Pass and Maximum 10+2". The notification then states plainly that any candidate holding a qualification other than as prescribed shall NOT be eligible, and that such candidature will be summarily rejected at any stage. IN PLAIN WORDS: IF YOU HOLD A DEGREE, YOU CANNOT APPLY. This is not a minimum bar you can exceed. Being over-qualified rules you out. Graduates who apply here will lose the fee and be rejected, possibly after sitting the examination. WHO THIS IS ACTUALLY FOR: J&K domiciles who finished at 10th or 12th and did not go on to a degree. For that group these are 2,863 permanent government posts, and there are very few advertisements of this size that they are eligible for. DOMICILE IS MANDATORY. You must hold a valid J&K Domicile Certificate issued by the competent authority on or before 3 November 2026. THE AGE LIMIT IS UNUSUALLY GENEROUS - as on 01.01.2026, up to 40 for Open Merit and 43 for SC, ST-1, ST-2, RBA, ALC/IB, EWS and OBC. Physically Challenged candidates up to 42. A further five years is allowed to those claiming casual-worker weightage. If you were born on or after 01.01.2008 you are too young. PAY IS LEVEL SL1 - Rs 14,800 to Rs 47,100. HOW THE 2,863 SPLIT: Class-IV (MTS) 2,697 and Sanitation Worker 166. By cadre - Divisional Cadre Jammu 1,093, Divisional Cadre Kashmir 897, District Cadres 768, UT Cadre 105. The single largest block is the PWD (R&B) Department with 939 MTS posts, followed by Floriculture, Gardens and Parks with 199. BY CATEGORY across all 2,863: Open Merit 1,178, ST-1 293, ST-2 286, RBA 271, EWS 253, SC 246, OBC 221, ALC/IB 115. SELECTION IS NOT THE WRITTEN TEST ALONE. The written test carries 85 marks. Fifteen further marks come from three weightages of five each - a candidate no member of whose family is or has been in government service including PSUs and autonomous bodies; widows, divorced women, judicially separated women and orphan girls, certified by the Tehsildar; and casual workers engaged for five years or more, with wage proof countersigned by the District or Divisional head of office. If you qualify for any of these, get the certificate NOW - the paperwork takes longer than you think. FEE Rs 600, or Rs 500 for SC, ST-1, ST-2, EWS and PwBD candidates. Online payment only, and it is never refunded. Applications open 5 October. You have a month to get your domicile, category and weightage certificates in order. Use it.

Sanitation Worker: Minimum 8TH PASS and MAXIMUM 10+2, under S.O. 132 of 2022. The notification states that any candidate holding a qualification other than as prescribed shall not be eligible, and that such candidature will be summarily rejected at any stage of the process. A GRADUATE CANNOT APPLY. This is a maximum, not a minimum you may exceed. Certificates must be dated on or before the cut-off date for applications. Equivalence certificates are required where an equivalent qualification is claimed. DOMICILE You must be a domicile of the Union Territory of Jammu & Kashmir and hold a valid Domicile Certificate issued by the competent authority in the prescribed format, on or before 03.11.2026. AGE, as on 01.01.2026 Open Merit: maximum 40. Not born before 01.01.1986, not born after 01.01.2008. SC, ST-1, ST-2, RBA, ALC/IB, EWS, OBC: maximum 43. Not born before 01.01.1983. Physically Challenged: maximum 42. Ex-Servicemen may deduct their period of service from actual age; if the result exceeds the limit by no more than three years, the condition is treated as satisfied. A further five years is allowed to candidates claiming casual-worker weightage under S.O. 184 of 2020. No candidate born after 01.01.2008 is eligible in any category. The Board notes the number of posts may increase or decrease before or during the selection process. PAY Level SL1, Rs 14,800 to Rs 47,100. SELECTION - 85 MARKS OF EXAM AND 15 MARKS YOU MAY ALREADY HOLD Written Test - 85 marks. Plus 5 marks if no member of your family is or has been in government service, including PSUs, boards and autonomous bodies substantially owned or controlled by government. Plus 5 marks for widows, divorced women, judicially separated women and orphan girls - certificate to be issued by the Tehsildar. Plus 5 marks for casual workers engaged for five years or more - proof of wages for at least five years, countersigned by the District or Divisional Head of the Office where you worked. Overall merit is written test marks plus these additional points under S.O. 184 of 2020. Cadre and department are then allotted on merit-cum-preference. OTHER CONDITIONS Only ONE application per item number. Multiple applications for the same item number, or appearing twice for it, means cancellation and debarment. The Board does not scrutinise eligibility before the written test - candidature is provisional throughout, and an ineligible candidate can be removed at any later stage. No TA or DA is paid for the written test or document verification. Screening at the examination includes physical frisking, metal detectors, biometric capture, facial recognition and Aadhaar authentication.

The Tehsildar's certificate, and the countersigned five-year wage proof for casual workers, both take time. Fifteen marks out of a hundred will decide many places in a recruitment this size. HOW TO APPLY Online only, through jkssb.nic.in. Do not send hard copies - print the form and bring it to document verification. Upload a live photograph and signature, 10 KB to 20 KB. Blurred images mean summary rejection. Check every entry before submitting. Once the application number is generated, NO change to any field is entertained. Apply well before the closing date - the portal slows badly in the final days. ONE APPLICATION PER ITEM NUMBER. If more than one is detected the Board considers the latest; appearing twice for the same item number means cancellation and debarment. An application without the fee is summarily rejected with no appeal, and the fee is never refunded. AT THE EXAMINATION Carry two recent passport-size colour photographs, not older than six months and bearing the date, plus photo ID - Aadhaar, driving licence, voter card or PAN. Screening includes frisking, metal detectors, biometric capture, facial recognition and Aadhaar authentication. No TA or DA is paid. Cadre and department preferences, once filled, cannot be modified.
